so um what major scanning for a moment of silence I pledge allegiance to the flag of the United States of America and to the Republic for which it stands 1 nation under God indivisible and justice for all thank you if you would remain standing for a moment of silence thank you so much here Mandy Mitchell here Bob here Joel Tatum here Kristen Beardsley thank you German we have a corporate this evening we would like to go ahead and call this special meeting um School Board to order um at this time I would entertain a motion to support the board meeting open the preliminary hearing or the proposed Improvement project motion for that so moved second okay I have a motion from job and the second from Joel um all in favor say I I opposed same sign all right next item on the agenda is for the board to hold for preliminary hearing on proposed Improvement project if you're interested in hearing please make sure you have signed the science sheet which should include your name and address after presentation by the administration and its advisors will be an opportunity for the public to make comments about the project at the hearing we will ask that each person 1 of their comments to 3 at the topic be limited to the proposed project under consideration the notice of this preliminary determination hearing was published as legally required at this time I will ask that Dr row explain the purpose of this pursuit of Indiana code 6-11-2022 preliminarily determined to issue bonds or enter a lease for a project which has a total project cost in excess of certain thresholds these public meetings in the consideration of resolutions are the beginning of the legal process we note that note board action is legally required at this hearing tonight rather this hearing is solely to hear public comment regarding the project I wonder if Dr Rodas about the process of determining and communicating the project to the community and the need for this project project last school year the board approved a Lancer associate Architects to conduct a district-wide feasibility study from October of 2023 to February 2024 the Lancer team conducted a facility study of Suncrest Elementary Blue Ridge Primary Green Meadows intermediate Frankfort high school and the central office administration building the Lancer team then presented the findings to the board in an April board work session we also had an opportunity to receive an energy saving study from perigee that was conducted to study the district energy usage after the Lancer study was complete this fall we asked moisture management which is an Harper check engineering firm primarily that works with roof projects the board in April worked with central office and administration developing priority list for all the needs from the aforementioned studies we identified a list of capital Capital needs across the district that were red items on the studies those red items were were projects that needed immediate attention red items were facility improvements that were identified as in failing condition and or efficiency these items were identified as critical issues that require immediate attention for health safety and Welfare of the buildings and property and those who inhabit the building and the property okay well now hear from Dr Roto about how proposed project meets the needs as just described we propose Renovations of a improvements to Blue Ridge Primary School Green Meadows Intermediate School Suncrest Elementary School and other school facilities GAC Roofing Paving and the purchase of Equipment Technology yeah well here from Mr jelly Cardenas from Baker will be financed as well as information about the effect property tax payer you want to hear me okay good evening my name is all right there's a maximum estimate on the 215 today so as I go through this we have any questions um moving forward to slide 2 right here is the chart of the school that service almost includes other flight Ops and that service uh bonds and and that's a respond 3 of them are paid from the argument that to respond 2 of them are respond first 9 these we're going to stick willing and not to respond um since it will be the Caps um so again you just have the 2 2016 and 24 2024 and bonds and the 2024 2022 and 2024 have our property tax on video box are not um this is not included in that response this is a on slot 3 what happened to too much detail this is kind of just the data behind that chart and comparing more ideas that the exact that service font and 2026 who was on this sum payment capacity coming up so um as I look forward to Future projects that can make me see attachment control and again this is not included on us moving just like 5 is going to walk through this list and kind of get some people Behind These thank you for the maximum volume out for this project it's 150,000 um this is as using capacity as of July 15th 2025 with the school wanting to close on these bonds roughly in June of next year um in order to get that 3,150,000 just have to make a really paying outcome on those 2 Bonds in 2022 like 2 weeks we do I'll walk you down detail here in a couple slides just so you can see how that number actually comes to be just a minor thing it's very common to school instead of um just as a little background or estimated proceeds available for the project um estimated to 000 this is cost additions and any estimated on our discount the super payment term for this is 5 years um you might see in the resolutions there's a Max of 7 year payment this is just to build an extra flexibility when it comes time to sell these bonds just in on the school trip do so but as of now it's estimated 5 years that's an interest cost of about 621,000 um this is assuming an interest rate of 5 and a half percent and these are the days to be closer to 54% more than 3.83 just thinking idea of this kind of question building assessments just to be conservative and then the estimated increases tax rate of 0 cents um this is going to Bear into the um estimated 2025 at service tax rate the knife that that's a response towards side 6 this is just a picture of the the existing proposed annual payments and this chart right here earlier we showed the n this 1 is just looking at that's that's a response since this is where the 215 would pay out so here in the blue bars is the existing service which would match the previous chart the purple large represent the proposed 2020 2026 when that first payment for at least 2025 go bonds come on you can see that actually um and then despite your pain and still living in flexibility from any any potential future projects this is 1 thing to point out is this is not including the NSS value um projection it is assumed the 2025 message the school experience I spoke recently um but you can be more conservative we just assume that our reference earlier this is kind of a make sure I'm at the schools of the General Obligations and capacity looks like and this includes just the Geo bonds so the pension bonds 201400 you go on the 2022 go Bond and also the proposed 2025 General obligation bonds and on the far right far right side is a remaining deck capacity and that's just um the remaining debt Geographic school has a beginning of time after a certain payment to just see here after January 15th 2025 it's really 3 million and in order to get to that 3,150,000 the school and the elections I don't 2022 zero column um make it up on a payment on the closing the estimated closing um of 202145000 which equates out to that kind of that capacity 3 million 150,000 once that really and thereafter you can see as bonding Mr Mayor that 2022 and 2025 go bonds is how capacity comes back on and it's available but again this assumes no SS value growth so he has his value growth that happens with the school corporation that debt limit will actually go up because this is the function of of an SS value and that was a lot of information to be kind of quick um you do have any questions please let me know I'm pretty sure you know the tax rate neutral for this um we're asking for 3.15 million and after soft costs we landed about 2.9 per project right okay any questions when I open the public hearing um which I don't know if there is anybody for public hearing but um we have to go in the description remember if you'd like to speak please sign in on the sheet just looking around these desks and mention earlier Massachusetts state your name and address so on and so forth um you'll be here for that so thank you to all who participated in the hearing we appreciate your time and interest in the project and the future of our community please know that this is the it's just the first step in the legal process no more action is legally required for this hearing rather than this hearing is solely to hear public comment the board will continue to work with the administration and his professionals to look for a deficiencies to conserve tax dollars while meeting our the board will hold a second public Hearing in this boardroom on October 8th 2024 at 6:00 p.m. all right at this time communist complete regarding the preliminary hearing on the proposed Improvement project and I would entertain a motion to close the preliminary hearing on the proposed Improvement project and we resume the special business thank you this is Miller members of the board asking for your approval for the moisture management Sun Crest roof letter of recommendation this is the uh recommendation that you have in word docs for SPG they came in our our lowest bid uh moisture management then went and vetted their uh company and um they came out the lowest reasonable bid coming in at a uh total contract price of 896425 so well well under what we had budgeted for that roof project so asking for your approval for replace the roof and Son Rest for a motion second I have a motion from bad and a second from me any questions regarding this um kind of recommendation when when when they get started if that was somewhere in here I'm sorry that's okay they're starting they're going to if if uh approved tonight they're going to meet with the sun crashed they're going to be next week to do a walk through so they'll be getting started within the next 2 weeks so next Tuesday morning I believe at 10:00 a.m. they're going to meet at Suncrest Diane so they want to get this started right away give me a couple of the completion date what did they say completion date wise Scott they gave us 1 I'm sorry to put you on the hook I said they were going to start actual work on the very first day of fall break that's it on the 14th yeah yeah and they had a very aggressive timeline I know that so they are anticipating been done for that is their goal and its moisture management says they they they can't seal stuff at a certain temperature so they they've got to make sure that they get this done within so they they do have a pretty aggressive schedule to get it get it done oh yeah anticipate any type of confusion with students that work but pounding it so the the black roof they'll do during the day because that won't impact its and then they have scheduled to come in on weekends to do the pitch roofs so I don't want to impact kids in classrooms here all the time question yeah thanks for asking but I don't need any questions see now go ahead and call for the vote all in favor of approving a moisture management sunrest roof water recommendations say I I opposed same sign moving on to 402 thank you this is Miller members board asking for your approval for a a new position a human resource specialist job description so we've uh years our human resources have been spread out to a number of different positions here at central office feel like we have an opportunity to condense that into uh 1 position take those into 1 position combining are spread out HR responsibilities are benefits positioned in our receptionist position and putting them all into 1 and that would be this all of this job description for human resource Specialists so asking for approval motion is very good human resource specialist take a motion from Karen a second from are there any questions before we talk about I there are just some of these duties on here that I believe should stay with the executive secretary um you know I I think a lot of other schools keep things um like a licensing of the teachers and such I I understand the need number 1 to put all of the HR in under 1 umbrella and I think that's good but there are just some of these duties that I just think need to be handled by the executive secretary for this like the license licensing and endorsements of the teachers and that's something I think that the executive secretary check out the um I mean some of these are are going to probably overlap if you know she would need some assistance but just the 1 I I just think the license licensing piece should stay with the executive secretary hey man what you're thinking if you don't mind sharing what what's your thinking with that why is that important I mean I I honestly don't know why is there a reason behind that I think I think this position is going to have their hands full with the benefits and non-certified and I just think that that is is something that can easily fall through the cracks and that is so important to make sure the teachers licenses are up to date endorsements and everything are filed and I just think that that is 1 piece that that should be separated out of that and I and I've talked to Marlene too especially about um just being compared to um possibly assist with the class A lot of number of the classified um from from background checks to uh every 5 years if you got to keep up with that certified wanted to put that on the uh HR role not opposed to um having Marlene assist with that if needed if not um on her plate so you know we I think some this once we person into position that there may be some things that kind of come back but for right now I wanted to kind of solidify especially the certified positions to be under the HR and look at some classified may not go on Marlene's job description but be um you know falls under that superintendent you know uh assigns other duties so being a cyst for some of those classified from the work comp and the um when there's an unemployment claim that usually comes to my desk to end up talking to the um magistrate or or the licensing and endorsements those I mean those are things that we could consider but wanted to be able to kind of get the certified roles under the HR specialist and some of the classified would be pass Martin for assists on those and and I'm not going to lie because I saw how many things were were moving from the executive secretary position to this position so I just want to make sure that the work to be evenly distributed as well well and I think that the um the time and attendance that we we brought on this year with Frontline time and attendance has been something we haven't had before that that role is to fall on the benefits and payroll and so now that falls on the executive secretary just because Marlene was very familiar with Frontline but it's taken it's taken a lot of time so that that that piece is always going to be there and the onboarding for that and when new employees get onboarded to the time of attendance system so that's going to be a constant it would be nice if we don't have any we have here on uh I think this is what I'm trying to say is that we we're we're flexible on this um but we needed to get something in place and be able to reset and as we get into feel like maybe there's something that um fits more that with uh in the executive secretaries see we will do that but I wanted to be able to have that set for now but it's not black spreading these out for a number of years so well I think just having that wide bottom as deemed necessary by the superintendent helps to know that Marlene already knows that some of those things I would be passed on to her but at least it puts it in the guidelines for what is expected from HR is the main thing but we're also keeping ourselves available for adjustments at a later date this is not set in stone confirm but not this is you know 2 year year 6 months whatever we want to do you can go back and revisit if things aren't working please I think licensing might be 1 of those that Marlene said she'd like to keep that 1 but but uh except for now we're going to put it on put it on here so right the questions or comments regarding the h specialist job description see now we'll go ahead and call for the vote all in favor say I I oppose same sign 5 to 1 was there 2 down there okay 4 to all right so it does pass all right thank you moving on to 4.03 no I remember the board asking for your approval classified pay rate revision as you can see that we have done a strike through through the 12-month receptionist that we had in place here you put a strike through to the benefits positions wrapping those into the HR specialist position and we put a new pay rate for that HR specialist position from like everyone else is still here all the way to the last column of 20 plus over your hand motion for this revision so moved I have a motion from Bob and a second from Karen any questions on this call the vote all in favor say I I opposed same sign I passes 42 as well before I call for a German is there anything else that it would cause I'm going
